Richard Palmer (Overview)
Richard possesses business management and IT skills gained over an extensive career. He specialises in strategic business reviews, establishment of coherent management objectives, business process re-engineering, functional architectures and high level design, business analysis, organisation and methods, IT strategic work, feasibility studies and cost benefit analysis. He is also a Programme and Project Manager, skilled in the activity planning, risk analysis, contingency planning, management and the successful completion of portfolios of IT related projects.
Selected examples of Richard's recent client assignments, which demonstrate his experience in utilities, especially the de-regulated UK electricity & gas industries, and his skills relevant to management of large programmes of systems work and setting of IT strategies, include the following:
- Design and implementation of processes for the first independent electricity distribution business in the UK, and support for its successful accreditation and qualification in the market.
- Strategic preparations for Agent De-regulation in the second tier electricity market, developed high level and detailed systems requirements, and carried out impact analyses for Industry changes upon the full range of systems.
- Detailed preparation for the unbundling of Transco services in the gas market, including design for Industry standard dataflows to support the concept of the Supplier Hub.
- Developed high level business process definitions for the operation of the second tier supply in the electricity market for 1998, helped to set IT strategy, performed business analysis for the customer services and billing area, supported the CIDA compliance requirements, developed product pricing models, and assisted the implementation of live processes.
- Provided lead consultant skills to the design of a functional architecture to describe the processes for a telecommunications management network, including interfaces to customer care processes, and defined a series of projects to improve the processes and systems that support it.
- Successfully managed the preparation of IT for the privatisation of British Coal in a project directly involving up to 200 individuals and several IT suppliers, carried out to strict project management methods, designed for the purpose, and to absolutely inextensible timescale - ensuring that risks were fully recognised and contingency plans in place.
Before his seven years with Logica, Richard was in charge of the consulting activities and was a Director of RTZ Computer Services Ltd, a subsidiary of The RTZ Corporation plc international mining conglomerate.
Richard has a hybrid background consisting of financial experience gained within merchant banking and Arthur Andersen, as well as IT technical and managerial activities. He has worked abroad on projects in the US, Greece, New Zealand, Spain, Portugal, Turkey and Canada.
Bob Broadhurst (Overview)
Bob has had 24 years experience in electricity and 5 years experience of gas industry systems. He specialises in establishment of coherent system objectives, business process re-engineering and high level design, business analysis, reduction of business risk, feasibility studies and cost benefit analysis.
